NATO
NATO’s medium to long-term (up to 15 years) requirements warrant an interoperable capability to meet the political consultation, crisis management, civil emergency planning, and military command and control needs of the Alliance. In order to meet and manage these requirements the organization uses an overarching architecture (OA) to develop and maintain a top-down description of the desired configuration of the NATO C3 (Consultation, Command & Control) System. The OA was developed using a Service-Oriented approach. All types of services are included: Operational/Business, Information, User/IS and Technical Infrastructure. The scope of services coming under the OA umbrella is now being extended to include NATO Network Enabled Capabilities (NNEC). NNEC encompasses elements like linking collectors, effectors and decision makers together and enable development of a NATO, network-centric, effects-based, operational capability composed of multi-national contributions.

Decreasing budgets required optimized resource allocation and usage. Public pressure was there to increase responsiveness to business and citizens. SSA applications were developed based out of a SOA backbone to increase responsiveness to citizens, e.g. ship captains getting permits faster. The process was made scalable and adaptable across other permit types. For example it is possible to transform and reuse a process (e.g. taxi permit, harbor entry license, “any” permit). End-to-end process integration (e.g. financials) on the same platform allows to scale the usage of self services to a significant extent (e.g. 30,000 permits/year to grow up to 800,000 permits/year
U.S. Department of Defense
DoD wanted to reduce personnel costs, staff ships optimally using rich skill information and improve visibility into Fleet readiness. SOA technology was used to develop reusable services to consolidate career information, display training gaps and integrate 16 personnel and training systems. The result was a system that was scaleable (enabled 450,000 sailors to correct vital personnel information rapidly), portable (replicated training data among all surface ships), robust (maintained crucial operational continuity during Hurricane Katrina) and extensible (delivered 14 spirals using iterative development model to US Navy)
US Department of Defense, AT&L
The US Department of Defense (DoD) Acquisition, Technology, and Logistics (AT&L) organization has responsibility for management and oversight of Major Defense Acquisition Programs (MDAPs). AT&L needed to achieve timely access to accurate, authoritative, and reliable information supporting acquisition oversight, accountability, and decision making throughout DoD. They especially needed to eliminate poor information visibility, and manual report creation. The SOA infrastructure and related governance processes enabled authoritative, information-supporting, acquisition decision making on $103B in total program value.
